It also gets a boost from its neighbors (Chapel Hill and Durham). In the case of Raleigh, the city gets a major boost by simply being a state capital. When it comes to infrastructure, Charlotte's I-485 is almost complete, light rail is running with plans of expansion, and the city has one of the busiest airports in the US (and in the World). Economically, metro Charlotte is the 21st largest GDP in America (and a top ten in the US when it comes to Fortune 500 headquarters). However, the city will be hosting the DNC next year (note that most DNC hosting cities are "Betas" or higher chances are Charlotte's post-DNC ranking will be "Beta-"). In the case of Charlotte, the city doesn't really have a political history. All of these are the factors that help cities in this particular ranking. There are professional sporting events to choose from in town. The city has light rail as well as a decent freeway system. It also has a rather large MSA without adding DC.
